The first is from inflammation of ligaments (fibrous tissues) on the bottom of the foot, from your toes to the heel bone; while the second from localized, persistent inflammation of soft-tissue tendons either on the back of or bottom of your heel (tendinitis).
Heel pain causes vary and, in most cases, can be treated without the need for surgery, yet if chronic, surgery may be the only corrective measure. Osteotomy, a procedure to relieve pressure on the bone from the heel also prevents development of calluses.
